Yeah, I agree about the connection with HJ. In a way she's like Victoria's counterpart in the present, as she has the power that the Queen used to have. I'm getting a bit tired of the 'the Doctor is arrogant and has hubris and nemesis will get him' theme already, and we've only had two episodes and the Christmas special. I suppose the banishment is part of it.

And the idea of Torchwood as an agency protecting Earth doesn't mean it's necessarily for or against the Doctor - he can have a rather different agenda.

The Queen specifically said that the Doctor should beware of Torchwood. It's definitely for protecting Britian from aliens—and what did Harriet call the Doctor? Another alien threat. I think it's foreshadowing.
