Oh, I think the Master putting the Jones in the maid outfits was meant to be 'Look, villain going for maximum humiliation by evoking oppressive history.'
It was, however, unfortunate that the two characters who are pointedly Not Rose were played by black actors. I'm still annoyed by Mickey having to save the world three time before he got any appreciation at all.
