racial profiling is an unofficial (usually) police practice, whereby police are more likely to stop someones car, arrest someone ect. because they belong to a racial group perceived to be more prone to criminal activity (usually African American). It is rather hard to quantify, and in areas that don't have an explicit policy on the books or in the training program or through verbal remarks it is very hard to verify, though there are widespread claims that it happens.
