Even if it bothered every person on LJ, it still wouldn't bother me. It's actually a liquid layout, meaning it uses percents to set the widths of the containers so it does stretch to fit the screen. It's just that there isn't much text at the top and they had to save space for the ads. I realize that you think that paid LJs should look better, but paid LJs are not how they really make money, ads are, so those will always be prominent.
As far as I'm concerned, they can redesign the user page all they want, as long as users retain the ability to customize their journal pages.
