I don't think most people have problems in fic with British English versus American English, but there quite a few people in the fandom for whom English is not their first language. I'd say as long as their English is good a person could make a decent beta. iolsai has betaed for me tons and she's ESL (or third or fourth, I can't keep track LOL). Mostly it's about fresh eyes more than grammar, so even a non-native English speaker can help somewhat.
